An upgrade that is crafted from 4 capacity upgrades, allows to set an amount of items transfered per tick/redstone pulse. Would be usefull for several things, think of automation of TiC smeltery by computer etc.

This is more of a crafting feature, and is possible with patterns, where precision matters.
