1) Isaac Newton proved that nothing ever disappears. Today we know that you can theoratically convert matter into energy and energy into matter. What happens right now though in AE is that items and blocks are resembled in data and not Out of Energy. What I would propose is that in case there is stuff inputted into the AE network the energy stored in the energy holding Parts increases since the matter has been converted into energy. If the Item gets pulled out of the ME network the total energy decreases. The Storage cells are basiclly only Items that store what Items are existing in the Network. And how they can be created using the Energy. 2) Everything in this universe is pursuing equality in energy. The energy always tries to go to the point where there is less energy. what I would suggest is an algorithm that lets the energy loss over time increase based on the amount of energy stored. If you want to you could also integrate a biome temperature check that lets the energy Loss per block increase.But that is not neccessary.

I really have no idea what your suggesting here, to me it sounds like you want to erase items based on entropy or something.

No to put it simple Items inputted in the Network increase the energy in the network. Taking items out decreases the energy in the network. And also the energy loss should be the greater the more energy is stored in the network.
